   "The Department of Transportation (DOT) regulation - 49 CFR Part 40 - defines the Substance Abuse Professional (SAP) as a person who evaluates employees who have violated a DOT drug and alcohol regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare.

   The SAP's recommendations should, to the greatest extent possible, protect the public safety in the event that the employee returns to the performance of safety-sensitive functions.

   Any employee covered under the rules of the United States Department of Transportation guidelines 49 CFR Part 40 may be subject to drug and alcohol screens for a variety of reasons including pre-employment testing, reasonable suspicion testing, pre-access testing, post-accident testing, and random testing. 

The role of DOT Substance Abuse Professional (SAP) is one of critical importance. As the “Gatekeeper” in the Department of Transportation return to duty process, the SAP directly impacts the safety of the public.

SAP DOT - 
For EMPLOYERS                                                    

To refer an employee or prospective employee, please provide the following:  
1) Company name, address, phone number and fax number.
2) Employee or prospective employee’s name, phone number, date of birth, and social security number.
3) Company’s DOT modality (FMCSA, FRA, FTA, FAA, RSPA, USCG).
4) Testing violation type and date of violation.
5) Current employment status of employee.
6) Name of the Designated Employee.
7) Representative (DER) who will receive the evaluation report.
7) Whether the employer or employee will be responsible for payment. Payments are due at the time of evaluation or can be paid in advance by the employer.
Rebecca evaluates the client and provides the initial DOT SAP written report with appropriate treatment or education recommendations outlining access to these recommendations. She monitors the client’s compliance with the recommendations and provide the follow up DOT SAP evaluation to determine compliance or violation of the SAP recommendations. A follow-up report is generated along with the follow up testing schedule and any additional recommendations for the client (aftercare or self help meetings).
